After years of all kinds of delays, the Democratic Republic of Congo announced last Tuesday that it had reached an agreement with Chinese and Spanish partners to develop the $14 billion Inga 3 hydroelectric project.
Many people in the DRC are already accustomed to darkness, and in the evening it is not uncommon to see children studying with a storm lamp or candle, a paradox for a country that can light up more than half of Africa.
